Vision

The Vietnam Forest Certification Office (VFCO) is the organization implementing the National Forest Certification Scheme (VFCS) under Decision No. 1288/QD-TTg of the Prime Minister. VFCS was recognized by The Programme for the Endorsement of Forest Certification (PEFC) in August 2019. Implementation of sustainable forest management and forest certification is an important goal of the forestry sector in the period from 2021 to 2030 and a vision to 2050, directly contributing to Vietnam’s goals of sustainable development and efforts to mitigate and adapt to climate change, especially achieving goal of net-zero emissions by 2050.

Misson

VFCO’s vision is to promote sustainable forest management and forest certification in Vietnam, ensuring enhancement and improvement of economic, environmental, and social benefits for sustainable development. Sustainable forest management and forest certification aims to ensure followings:

Mandates

  • Manage and organize implementation activities for sustainable forest certification management of non-timber forest products, legal timber, chain of custody products, and ecosystem services according to Vietnamese regulations and the international certification system. 
  • Develop and issue standards, guidelines, and procedures for sustainable forest management certification regarding the chain of custody of wood and forest products and other relevant standards specified by law. 
  • Manage and use human, financial, property, and other resources domestically and internationally to carry out the tasks of sustainable forest certification management under the law. 
  • Cooperate with Vietnam Bureau of Accreditation (BoA), International Certification Organizations and related organizations to implement forest related certification management according to national and international standards. 
  • Organize and joint training auditors and experts for certification bodies regarding forest related certification. 
  • Organize training courses for forest owners, forestry management agencies and stakeholders; organize conferences, seminars, and other events related to sustainable forest management and certification. 
  • Manage and license trademarks and logo use for certified organizations. 
  • Monitor and supervise forest certification activities; resolve disputes and complaints related to sustainable forest management and chain of custody of timber and forest products. 
  • Participate in the development of policies, strategies, legal documents and guidelines formulation related to sustainable forest management and forest certification.

Organization structure and Personnel

Operation of VFCS is based on the following actors: (i) Steering Committee of the Ministry of Agriculture and Rural Development – Orienting strategic issues in sustainable forestry development; (ii) Vietnam Forest Certification Office (VFCO) – Authorized organization, on behalf of the National Governing Body (Vietnamese Academy of Forest Sciences – VAFS) to operate VFCS; (iii) Accreditation Body (Buareau of Acrediation) – Is the organization that accredits and supervises certification bodies (CB) in VFCS; and (iv) Certification Body (CB) – Organizations providing certification services against VFCS/PEFC.

VFCO’s key personnel are in charge of management and administration issues; technical issues related to sustainable forest management and product chain of custody; VFCS/PEFC label; Legal advice, customer service, promotion and communication.

Code of Ethics and Conduct

1. VFCO’s core value 

VFCO always strives to provide the best forest management and certification services, ensuring that wood-based materials and products certified against VFCS/PEFC meet market requirements, promote sustainable development of Vietnam’s forestry sector and contribute to international efforts in responding to climate change.

2. Ensure an equal and fair working environment 

VFCO is committed to a healthy working environment in which everyone is treated equally and with respect. Ensure equal employment opportunities without any discrimination on the basis of gender, age, qualifications, social status, position, religious beliefs, nationality, ethnicity or similar information or other characteristics protected by law. All relationships between people in the workplace will be free of bias, harassment, or violence.

3. Ensure professionalism 

Management and operation of the Vietnam Forest Certification System (VFCS) is based on: (i) Assigned functions and tasks; (ii) Comply with Vietnamese legal regulations; (iii) Ensure independence, honesty and transparency; (iv) Ensure professional capacity and caution; (v) Ensuring the highest value and being consistent with customers; (vi) Security and use of information; and (vii) Combating waste, corruption and preventing conflicts of interest.

4. Comply with Vietnam’s laws and regulations of VFCO 

All officials and employees must comply with current legal regulations of Vietnam and are not allowed do anything contrary to the laws. All officials and employees are required comply completely with the laws, procedures and regulations issued by VFCO.

5. Ensure independence, honesty and transparency 

  • Must be fair, respect the truth, and must not be prejudiced or biased in all actions and in performing assigned tasks.
  • Information provided to customers and partners must be accurate, fair and transparent.
  • Absolutely avoid slanderous acts that cause internal disunity

6. Ensure professional competence and caution 

  • The Board of Directors is responsible for organizing and building operating procedures according to unified standards, building a team of qualified, dedicated and responsible staff. 
  • Officials and employees must perform their assigned work with full necessary professional competence, with the highest care, responsibility and quality. 
  • Officials and employees must proactively and continuously study and practice to improve their professional qualifications and promote creativity in performing assigned tasks. 
  • Officials and employees act properly and carefully in accordance with VFCO’s processes and regulations; must not cause acts that reduce the professional reputation and reputation of VFCO.

7. Bring the highest value and accompany customers and partners 

  • Ensuring the highest quality of service provided to customers and partners.
  • Always be dedicated to your work, develop your capacity, and use professional knowledge and necessary professional skills to best protect the rights and interests of customers in accordance with the law, codes of ethics and conduct. 

8. Security and use of information 

  • Officials and employees must keep information obtained during work confidential. Do not disclose any information without the permission of a competent person unless there is an obligation to disclose as required by law or within the scope of your professional authority. 
  • During promotional activities, do not: (i) use means that may negatively affect the image of VFCS; (ii) false information about customers, partners and VFCS/VFCO. 

9. Fight corruption, fraud, negativity and prevent conflicts of interest 

  • Officials and employees are required to strictly comply with Vietnamese laws on anti-corruption, fraud and corruption. 
  • Manage and use all assets and equipment properly and effectively. 
  • In performing work, if there is a conflict of interest between VFCO and customers or between individuals and customers that may affect the Vietnam Forest Certification System (VFCS) and VFCO, relevant officials and employees must clearly disclose information related to the above conflict to customers for their consideration.
